An email from Andrew McCabe made public instructed that the FBI would give Hillary an “HQ Special,” interviewing her not under oath and before just a few who like her, questioning her about the handling of her personal emails which Comey deemed “recklessly careless” rather than grossly negligent (the terminology in the statute against it).
