For ten billion dollars, some at the Navy Corps of Engineers are saying that the devastating hurricane storm surges can be blocked from coming up into Galveston Bay then west to flood the Houston Ship Channel, all the way to downtown, by a moveable gate at the mouth of Galveston Bay, a narrow pass, the barrier like those used in the Netherlands to stop storm surges from the North Sea.
