Judge Andrew Napolitano on Fox News tonight said the expulsions from Congress can be for only malfeasance committed while in office, not before, so the voters in Alabama can rest assured that if they elect Roy Moore, he cannot be removed by the other Senators (unless he would do something horrible while a U. S. senator).
