In Genesis 10, the Khittim were progeny of Javan (a grandson of Noah) who settled Cyprus (named for kupros/copper) where they built the city called Kitium or Cition, from that name the indo european (japhetic) word city, yet the etymology of the word city is often said to be from civil, while though civil is a characteristic of those in a city, or citadel, as was Kition built during the Ice Age by the Khittim who as progeny of Javan (Ion) were Ionians.
