Why Did Authorities in Las Vegas Say Stephen Paddock Had No ISIS Affiliation When Investigation Had Barely Begun?

The only reason for the authorities, so early in the Las Vegas shooting investigation, to have said that Stephen Paddock the shooter had no ISIS ties is that they hoped he didn’t, not that they knew he didn’t, hardly unbiased.
