People in states with little of no state income tax are penalized under the current federal tax system because state tax payments are deductible on the current federal tax form, people in states such as Texas with no state income taxes to pay, raising money instead by property taxes and sales taxes, obviously penalized under the current system. But this should be fine with the wealthy Democrats in the blue states who like to say that the rich should pay more, yet perhaps too they may want to try to force their state legislatures to find some other means to raise money than by state income taxes!
