Some states will be more attractive for domiciling if the Graham-Cassidy healthcare bill will be enacted, that bill which would block-grant federal money to each state based upon their respective populations to use for healthcare as they see fit, which will put the onus on the governors and state legislators to create solutions best suited for their people, federalism according to the Tenth Amendment.
