For Kentucky senator Rand Paul to think the healthcare proposal now in Congress could not be improved upon later would betray apparently his secret prognostication that the Democrats will take back Congress in 2018 to foil the improvement of the repeal-and-replace, yet the polls show that if anything the Republicans will improve their majorities, certainly in the Senate, so what is Rand thinking?
