Having proven themselves consistent enemies of president Trump by their noncooperation, the establishment Republicans in Congress are now in Trump’s crosshairs to be ousted next year in the Republican congressional primaries leading up to the 2018 midterm elections, so until then, out of necessity, Trump’s strategy seems to be engaging the Democrats in Congress for minor legislation until the Tea Party Republican cavalry rides in to cooperate with Trump on the agenda always intended. By working with Democrats, at least on a short term basis, president Trump can attract more Democrat rank-and-file support by showing that he’s willing to deal with members of the opposing party in Congress, until the 2018 midterms anyway, at which points many Democrats would be willing to support even Trump’s Tea Party agenda seeing that Trump’s political philosophy is working.
