President Trump can only react to an attack by Lil Kim on the U. S. or its allies, not wanting to start a ground war in South Korea which would surely follow a preemptive strike by the U. S. on North Korea, so the U. S. and her allies have no choice but to sit back and wait, trying to choke-off the continued black market trade with Lil Kim and his cronies. That much of the black market trade flows between China and North Korea tells us either that China is not so strong or they are allowing the black market trade and so are actually still controlling Lil Kim.
