Kim Jong Un certainly didn’t have to fire a missile over Japan, but he did, obviously having decided that the U. S. will do nothing unless he hits a target with a wallop, which evidently is the correct calculation until Trump would shock the world by attacking (although a cyber takedown of course possible).
