Much of Houston’s economic success has been by cultivation of property rights, zoning kept to a minimum, honoring the american entrepreneurial spirit, so of course Morning Joe Scarborough trashes that in saying the lack of zoning has caused the horrible flooding by Hurricane Harvey, so Joe needs to answer how would the concrete jungle of New York City fare under thirty inches of rainfall in two days?
