Afghanistan is blessed with a trillion dollars worth of minerals say many geologists, yet to be mined, so large partnership shares in new mining ventures could be offered to the locals to provide protection for the new mines which they would work in too, large partnership shares for them to incentivize them to fight for civil stability against the islamic terrorists.
