Did Robert Mueller really think nobody would notice that his new hire Jeannie Rhee represented the Clinton Foundation to quash an investigation a few years back? So either Mueller actually thought no one would notice (enabling him to stack the deck for Hillary) or he knew it surely would be seen as a conflict-of-interest which would lead to the disqualification of Rhee and perhaps himself too for having hired a worker for the Clintons.
