President Obama Called It an Accord Because He Knew Senate Would Not Ratify Paris Agreement as Binding Treaty

The rest of the world calls the Paris Climate “Agreement” a Treaty, but president Obama was forced to call it an Accord (and institute it himself) because he knew that if it were presented as a Treaty, it would not have been ratified in the U. S. Senate.
