President Trump, knowing his base very well, probably realized Paul Ryan’s bill including the mandate that insurance companies cover people with pre-existing conditions would not pass in the House of Representatives, but showed support for it anyway, because the backlash against it from Trump’s base surely sent a message to the members of the Senate who are up for reelection in 2018.
