If Vaccinating the World is the Goal Then Why Aren’t Surplus Vaccines in U. S. Being Sent to India Much in Need?

They say the goal is to vaccinate the whole world against the wuhan, so considering India has only vaccinated 2% of the population, why isn’t the U. S. sending surplus vaccines to India?
