Joseph ben Aaron, a Khazar king circa 950 a. d., wrote that Sawir or Sabir was a son (along with others such as Kozar) of Togarmah (a grandson of Japheth), the Sabir who built the fortress Sibir where the Irtysh river meets the Tobol river (northeast corner of Kazakstan), the Tobol river (along with Tbilisi) named for Japheth’s son Tubal (see Genesis 10); really amazing isn’t it?
