Would It Be Racist to Call Black People Sporting Blond Hair Cultural Identity Appropriators Proving OneWay Street?

Considering black people almost never are born with blond hair (except kids with biracial parents), why aren’t all black people with blond hair called-out for appropriating Caucasian identity?
