Constitution, dictates the safe harbor date for the Electoral College on Dec. 8th and the official designation of the votes on Dec. 14th, only Jan. 20th for the inauguration set in the U. S. Constitution, so the swing state legislatures because of their emergency sessions can extend the dates for the Electoral College, theoretically up to Jan. 19th!
