Wouldn’t the 58% of Atlanta Police Who’re Black Have Reported Any Racist Bad Cops to Black Mayor Bottoms?

Why didn’t the 58% black Atlanta police force report the supposedly racially motivated cop who shot Rayshard Brooks before that incident happened if in fact that cop is as bad as they are alleging?
