The job of special counsel Robert Mueller was either to recommend indictments on conspiracy and/or obstruction charges or decline to indict, either/or, but instead Mueller went with a choice which isn’t in the statute, having decided to let attorney general Barr determine the call (on obstruction) so that the Democrats in Congress can say its only Barr’s biased opinion, thus grounds to investigate further.
