Without having to declare a national emergency, president Trump can use DoD funds to build border barriers protecting against the intrusion of transnational organized crime, obviously human trafficking and drug smuggling included, so the president can use those funds now, maybe not as much as he’d like, perhaps though it’s the funding for the sections of fence now being installed.
