The 911 Commission proposed that visa entrants into the U. S. be fingerprinted then checked-off when they leave, that good idea never implemented, and overstaying one’s visa is not a criminal offense, so is it any wonder that to come to stay permanently in the United States, hundreds of thousands of people overstay their visas every year?
