State Election Officials Who Block Clean-Up of Voter Rolls Could Be Held Complicit in Voter Fraud by New Law

If a state election official is blocking the legitimate cleanup of the voter rolls (removing illegal aliens, dead people, etc,), then shouldn’t that state election official be considered complicit in voter fraud?
