Builders can’t do much in California because they get sued by environmentalists wanting clear runways for many miles to accommodate such as desert spiders and rare rodents in their annual  movements within their supposedly unique eco-zones, so because of this tight supply of housing (for humans), real estate prices in California are double the national average while wages are not much greater than the national average, as they say “an unsustainable trajectory.”
