The “fog of war” defense does not hold for the authorities in Las Vegas having first said security guard Jesus Campos was shot (two hundred rounds through an interior hotel hall wall) during crazed Stephen Paddock’s assault on the music festival crowd considering that in late-breaking reality, he was shot six minutes before Paddock opened fire on the crowd, those six minutes plenty of time to at least have pinpointed the location of the shooter, belying the notion that the shooter’s location could not be determined while the rampage on the crowd below was ongoing.
