After having been warned that hurricane Maria will be worse for Puerto Rico than was Irma, only 11,000 Puerto Ricans are riding out Maria in the 500 shelters made available, 20 people per shelter, so what were the millions of others thinking, do they have a defeatist attitude now after Irma?
