To help provide the personnel for solid southern border security, National Guardsmen (and women) of California, Arizona, New Mexico, and Texas could be deployed for maneuvers on the southern border in waves through the course of the year, a small percentage serving on those borders at any one time, perhaps with some additional pay from Homeland Security for the border service.
