Contrary to what the climate change alarmists would have you believe, the frequency of hurricanes has decreased in recent years, so what caused the sea surface temperatures of the eastern Atlantic ocean to decrease and thusly less energy to cause hurricanes? If not by the atmosphere cooled, it must have been by less seafloor volcanism along the mid-oceanic rift zone which runs near western Africa where the hurricanes are spawned.
