Rod Rosenstein Key Witness in Comey Case Having Recommended His Firing to Trump so Deputy AG Recuse or Resign

Because James Comey perhaps would not have been fired had Rod Rosenstein not recommended it to president Trump, how can Rosenstein honestly oversee the investigation into that firing?
